This vacancy is being filled by INTERNAL competition in accordance with Annex H of the Staff Regulations.

Organizational Setting – The position is located within the Learning Innovation Programme (LIP) of the International Training Centre of the ILO. The Programme combines foresight, experimentation, digital transformation, human-centred design and strategic communication to enhance impact and position the Centre at the forefront of future-ready learning. Its work is delivered through four mutually reinforcing thematic clusters: Digital Transformation for Learning; Communication and Advocacy; Strategic Facilitation and Coaching; and Innovation and UN 2.0.

Main Purpose – The Programme Assistant supports the Chief of the Learning Innovation Programme and the overall programme of the Unit, and is responsible for the coordination of specialized or complex processes, projects and activities across the Programme’s four thematic clusters – including large-scale events, conferences, innovation labs and digital and hybrid learning services – which may require in-depth knowledge of internal processes and regulations and may involve adequate interpretation of rules and practices. The incumbent provides administrative, programme and operational assistance to the entire Programme, including support to the monitoring of cluster-based cost-recovery targets and to the delivery of the Programme’s digital learning, communication, facilitation and innovation services.

Supervision Received/Exercised – The Programme Assistant performs under the general supervision of the Chief of the Learning Innovation Programme, and works closely with the thematic cluster leads; managerial guidance from supervisor focuses on the quality of outputs and results, work is reviewed upon completion. The incumbent operates independently in line with the programme priorities; he/she provides orientation, guidance and on-the-job training to other colleagues regarding applicable procedures and recommends appropriate course of action; he/she may coordinate the work of more junior support staff, interns and collaborators in the context of specific larger-scale events, learning services, pilots or projects. 

Working Relationships –  As part of the programme team, the Programme Assistant interacts with colleagues at all levels within and outside the unit – including the thematic cluster leads, other ITCILO units, ILO departments and field offices – and with a diversified network of external stakeholders such as UN agencies, academic institutions, development banks, government partners, EdTech providers and external collaborators, experts and consultants; interactions relate to the exchange of information, discussion or clarification of routine matters, and project the image of a credible and reliable service provider or partner.

Functions/Key Results – The Programme Assistant plays a lead role in ensuring consistency and quality of work steps completed towards the implementation of the Programme’s capacity development services, digital learning products and innovation projects. Impact of the work reflects directly on the overall reputation of the team in terms of quality of process execution and responsiveness to client needs. Specific deliverables are reflected in the individual annual work plan.

 


Functional responsibilities

Administration and Office Management

1.    Plan, provide and co-ordinate budget, finance, administrative, logistics, operational and office support, implementation, monitoring and follow-up of all activities of the Learning Innovation Programme and its thematic clusters; draft correspondence and initiate administrative, financial and human resources-related actions, including contracts for external collaborators and experts, ensuring conformity with administrative rules and procedures.

2.    Provide administrative assistance and guidance to the Programme’s staff and cluster leads; attend operational and cluster meetings and draft minutes; perform clerical editing and office translations and/or coordinate with specialized translation service providers, including through AI-supported translation, summarization and content-packaging workflows used in a responsible, human-in-the-loop manner.

3.    Support the supervisor in the preparation of work plans and results-based reporting; in the administration and monitoring of human and financial resources, including the monitoring of the use of the Programme’s funds and of dedicated allocations such as Innovation Fund, communication and IT funds; and in the tracking of the cluster-based cost-recovery targets against the overall programme target, flagging deviations in a timely manner.

4.    Research, review, select and compile complex information, reports and data; operate and maintain databases and corporate system applications for the implementation of the Programme’s activities and projects, including the maintenance of records on the Programme’s partnership portfolio (ILO departments and field offices, UN agencies, academia, development banks, governments and private-sector EdTech partners) and on the pipeline of proposals and contracts.

5.    Prepare complex periodic statistics, reports and correspondence to support the Chief of Programme in the monitoring of the Programme’s Key Performance Indicators, including learner engagement, platform and campaign analytics, and support the compilation of qualitative impact evidence alongside quantitative measures.

 

Communication

6.    Develop and maintain internal and external contacts and ensure an adequate flow of information for the development and implementation of all programme activities; provide briefing to users, collaborators, facilitators, coaches and tutors, and operational guidance to more junior support staff.

7.    Ensure proper dissemination of information on planned activities, including participation in the coordination of promotional arrangements, campaign roll-out and cross-platform outreach (website, social media, newsletters and digital knowledge products) for the international visibility of the Programme’s learning innovation services, publications and events. 

8.    Liaise with prospective and former participants and nudge them towards further and more comprehensive learning paths, supporting the shift from stand-alone courses towards stackable, continuous learning journeys combining masterclasses, micro-learning, blended and hybrid solutions. 

 

Learning Innovation and Digital Delivery Support

9.    Support the supervisor in the development and project management activities, including the organization of training courses, masterclasses, keynotes, innovation labs, foresight exercises and facilitated multi-stakeholder events, and the coordination of more junior support staff.

10.  Provide support in the delivery of virtual, on-line, on Campus, hybrid and field-based training, as well as larger-scale capacity development events, conferences and experimental formats such as sandboxes, prototypes and pilots;

11.  Participate in and coordinate administrative workflows related to the digital development and production of learning platforms and dedicated webpages, training material and digital learning tools, including support to the eCampus and its evolution from a learning management system (LMS) towards a learning experience platform (LXP), and to the piloting of emerging technologies such as AI-enabled learning tools and immersive (VR/AR) environments, with due attention to accessibility and inclusion.

 

12.  Perform other related duties as required.


Qualifications required

Education

Completion of secondary school education, including or supplemented by courses in accounting or general administration. Additional training in digital tools, learning technologies, communication or project administration is an asset.

Experience

Five years of qualified administrative/office experience in training or a closely related field, preferably in an international environment. Experience in supporting digital or blended learning activities, communication campaigns, or innovation and experimentation projects would be a strong asset.

Languages

Excellent working knowledge of English (FAO Level C) and intermediate working knowledge of another official language (FAO level B) is essential; knowledge of additional languages is an asset.

Full literacy in standard office software and familiarity with corporate IT functionalities to perform assigned responsibilities.

Knowledge of Enterprise Resources Planning software and databases, communication technologies such as web conferencing and interactive facilitation platforms, Learning Management Systems (LMS) and Learning Experience Platforms (LXP) and content management software. Familiarity with digital collaboration, data visualization and AI-assisted productivity tools, used in a responsible and human-centred way, is an asset.

CONDITIONS OF EMPLOYMENT

The selected candidate will be offered a fixed-term contract of two years which may be renewed, subject to a period of probation as established by the Staff Regulations.

General Service Category, grade G.5, Fixed Term, Regular Budget

The salary range of this grade at the time of publication of this vacancy notice is the following:

Euros 44,141 p.a. (minimum) to Euros 72,236 p.a. (maximum).
