The International Training Centre of the International Labour Organization (the Centre) is the training arm of the ILO, the Specialized Agency of the United Nations which promotes social justice and human rights in the world of work. The Centre delivers training, learning and capacity development services to governments, employers’ and workers’ organizations, and other national and international partners, in support of decent work and sustainable development. Its mission is to be the leading provider of learning and training for the world of work.

DEVINVEST capacity development work has been steadily growing in close collaboration with ILO, International Finance Institutions, and UN Agencies. Key thematic areas include employment intensive investments; sustainable procurement; trade and investment; environmental and social safeguards; and digital solutions. The work is mainly implemented in emerging economies and fragile situations.

Sustainable procurement has emerged strongly as a strategic entry point to align public and private investments; social inclusion, ESG standards and economic objectives, particularly in the context of infrastructure and development investments financed by International Financial Institutions (IFIs) such as the World Bank, regional development banks, and other development partners.

International finance institutions play a critical enabling role. Through financing instruments such as loans, guarantees, and blended finance, they help de-risk investments, support infrastructure development, and strengthen governance, policy and institutional frameworks. In doing so, they crowd in development investment and beyond to facilitate the conditions necessary to generate jobs and social inclusion.

While DEVINVEST has developed strong training and advisory services in sustainable procurement, there is a growing need to bridge the gap between procurement practices, IFI financing frameworks including public and private partnerships, climate financing and digital solutions, ensuring that investments maximize job creation and local economic content and benefits, comply with environmental and social standards, integrate sustainability criteria into procurement cycle while leveraging financing opportunities linked to sustainability performance. To respond to this need, DEVINVEST seeks to establish a dedicated position to strengthen its technical, operational, and partnership capacity.


Functional responsibilities

Under the close supervision of the DEVINVEST Senior Procurement Officer, the incumbent will design training and non-training services reinforcing the linkages between development finance and sustainable procurement in fragile contexts and emerging economies.

Specifically, the incumbent:

  • Selects, organizes and summarizes background information to describe the over-all situation or developments relevant to a specific technical area, and prepares comments on the improvement of training materials, the development of new courses, and on potential promotional activities related to specific courses in the technical area;
  • Assesses local conditions for the organization and implementation of training activities, courses and workshops in a country, region or global, and informs resource persons, experts and course participants about course objectives, and the logistical arrangements and internal procedures related to the implementation and evaluation of specific training courses;
  • Develops course curricula, training material (including on-line), promotional materials, schedules, and methods for the implementation of training courses;
  • Acts as activity manager or co-manager, organizes, delivers, monitors, prepares reports, evaluates and facilitates the implementation of training activities (blended, distance and face-to-face), identifies problems, and proposes action to expedite and maximize delivery and to ensure technical quality;
  • Assists financial resource mobilization to support and implement training and capacity building activities in the field of DEVINVEST;
  • Performs other related duties as required.

Qualifications required

Education

Master’s degree in Sustainable Procurement and/or Finance or a related field.

Experience

Relevant professional experience of at least two years at the international level in sustainable procurement.

Work experience in one of the following areas: Financing Public Private Partnerships or Climate Financing.

Work experience in International Finance Institutions is desirable.

Experience working with digital solutions is desirable.

 

 

Languages

Excellent knowledge of English and good knowledge of a second language (Spanish, Portuguese, or French).

RECRUITMENT PROCESS

This vacancy is being filled by competition in accordance with Article 1.2 and Annex H of the Staff Regulations of the Centre.

The recruitment process, which may include a written test, interviews, and a competency-based assessment centre, will take place during the 5 months following the deadline for applications.

Short listed candidates will be notified via email and are requested to ensure their availability when provided with the recruitment process schedule. 

Depending on the location and availability of candidates, assessors and interview panel members, the Centre may use email and/or video or teleconference communication technologies for the assessment and evaluation of candidates at the different stages of the recruitment process, including assessment centres, technical tests, or interviews.

CONDITIONS OF EMPLOYMENT

Any appointment/extension of appointment is subject to the Staff Regulations and other relevant internal rules.

A successful candidate will be offered a Variable Budget, fixed-term contract of two years, which may be renewed, subject to a period of probation as established by the Staff Regulations. Recruitment is normally made at the initial step in the grade.

Any extension of contract beyond the probationary period is subject to satisfactory conduct and performance.

 

Salary and Post Adjustment, grade P.2 in US$, per year (subject to revision by the International Civil Service Commission (ICSC)):

  • Salary: minimum US$ 56,046 to maximum US$ 74,640
  • Post adjustment multiplier for Turin, Italy (subject to change):
    Minimum US$ 16,701
    Maximum US$ 22,242

In case the official qualifies for a spouse benefit allowance, the above salary increases by 6% of the applicable grade and step.

Salaries and emoluments are exempt from taxation by the Italian authorities and so, on the basis of the international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed.
