The International Training Centre of the ILO (ITCILO) is the training arm of the International Labour Organization (ILO), a United Nations Specialized Agency dedicated to promoting social justice and decent work. ITCILO delivers training, learning, and capacity development services to governments, employers’ and workers’ organizations, and other partners in support of decent work and sustainable development.

 

Background and Context 

The Strategic Plan 2026-29 of the ITCILO sets out an ambitious digital transformation agenda aimed at strengthening the effectiveness, efficiency, and scalability of the ITCILO’s operating model in support of continued growth and impact. In line with this agenda, the Programme and Budget 2026-27 identifies several priorities for digital transformation of the Centre’s operations towards a digitally enabled, integrated and impact-driven organization.  

Among the main priorities for 2026-27 is the comprehensive redesign of participant enrolment and admission processes, with emphasis on process standardization, simplification, automation and improved system integration. In parallel, other digital transformation priorities include the modernization and automation of HR Payroll-related processes and the automation of activity budgeting processes, in close collaboration with relevant business and technical stakeholders.  

To support the effective delivery of these priorities, ITCILO seeks to engage a Business Process Analyst to contribute to the analysis, redesign, documentation and implementation-readiness of priority business processes under the Centre’s digital transformation agenda. During the initial phase, the incumbent will focus primarily on the Participant Enrolment and Admission (PEA) Redesign Project, while also providing targeted support to related transformation initiatives as required. 

 

Main Purpose of the Assignment 

The Business Process Analyst will be organizationally anchored in the Facilities and Internal Services (FIS), working closely with other Corporate Services Units, to analyze and document core business processes, prioritizing improvements initiatives.  which has primary accountability for business processes around Participant Enrolment. The incumbent will provide hands-on analytical, documentation and coordination support to assigned digital transformation initiatives, with initial focus on the PEA Project, providing primary initial support to the PEA Project Manager and relevant business process owners. 

The purpose of the assignment is to support the review, redesign, documentation, validation and implementation-readiness of priority business processes, and to help translate agreed operating model changes into implementable workflows, procedures, roles, business rules, metrics and functional requirements. 

The Business Process Analyst will act as a key interface between business stakeholders and technical teams, ensuring that redesigned processes are user-centred, operationally viable, efficient, standardised where appropriate, and aligned with ITCILO’s strategic and operational objectives. S/he will play a key role in analyzing and identifying key performance metrics with a view to creating a coherent dashboard of corporate services KPIs.  

 


Functional responsibilities

Under the overall supervision of Chief Operating Officer (Chief of FIS) and the guidance of the relevant project or process lead, the Business Process Analyst will support assigned digital transformation initiatives across the full project lifecycle, with particular emphasis on process and organizational dimensions. 

During the initial phase, the role will focus primarily on the PEA Project, while contributing, where required, to other priority transformation initiatives involving Corporate Services and operational processes. 

 

Business Process Analysis and Redesign 

·        Support the detailed analysis and validation of the current (“as-is”) business processes across assigned priorities. 

·        Identify and document pain points, inefficiencies, risks and manual workarounds identified in current processes. 

·        Contribute to the design and validation of future state (“to-be”) processes in line with the agreed target operating model. 

·        Support the simplification and standardization of business processes, while taking into consideration justified operational variations. 

·        Ensure processes reflect agreed service levels, decision rights, control points and segregation of duties. 

 

Process Documentation and Operational Translation 

·        Develop and maintain clear and structured process documentation, including process maps, workflows, swim lane diagrams and process narratives. 

·        Draft and/or update Standard Operating Procedures (SOPs), guidelines and process narratives. 

·        Collect data and support the definition of process metrics, service indicators and monitoring requirements to enable operational continuous improvement. 

·        Contribute to the definition of RACI matrices, roles and responsibilities linked to redesigned processes. 

·        Support the creation of a central repository for process documentation, decisions and assumptions. 

 

Requirements Definition and Business–Technology Interface 

·        Translate business process requirements into functional requirements, user stories and related business specifications, in collaboration with ICTS and external vendors. 

·        Support the identification of automation opportunities, quick-wins and phased implementation options. 

·        Participate in workshops, design sessions and validation meetings with business and technical stakeholders. 

·        Support user acceptance testing (UAT) preparation from a business-process perspective. 

.        Support the review of technical solutions to confirm alignment with business processes and operational requirements. 

 

Stakeholder Coordination and Change Support 

·        Act as a focal point for process-related inputs and coordination across Training Programme Units and Corporate Services. 

·        Support change management activities by contributing to communication materials, training content and process briefings. 

·        Assist in identifying change impacts on roles, workloads and competencies. 

 

Project Support and Governance 

·        Support the relevant project or process lead in tracking progress on process-related deliverables, milestones, risks and issues. 

·        Prepare inputs for project reporting, working groups and steering meetings and governance bodies. 

·        Document decisions, assumptions and lessons learned related to business process redesign. 

 

Results and Deliverables 

Indicative deliverables include, but are not limited to: 

·        Validated “as-is” and “to-be” process maps for assigned processes. 

·        Draft and/or updated Standard Operating Procedures (SOPs), business rules and supporting operational guidance. 

·        Functional business requirements, user stories and process-related specifications to support system design and implementation. 

·        RACI matrices and role/responsibility definitions linked to redesigned processes. 

·        Process metrics, service indicators and documentation of monitoring requirements. 

·        Business-process inputs to UAT preparation, including test scenarios and validation criteria, where applicable. 

·        Inputs to training materials, business guidance notes and the process knowledge repository. 

·        Input to project status reports, steering committee and governance meetings and implementation-readiness reviews. 

 

Reporting Lines 

The Business Process Analyst will report to the Chief Operating Officer in FIS and collaborate with the Units and Programmes that own the business processes as well as with external consultants, as relevant. 


Qualifications required

Education

Advanced university degree in Business Administration, Public Administration, Information Systems, Operations Management or a related field. 

Experience

·        At least 3 years of relevant experience in business process analysis, process redesign or operational transformation. 

·        Demonstrated experience in documenting, analyzing, and redesigning end-to-end business processes. 

·        Experience supporting digital transformation, workflow automation or system-enabled process redesign projects is highly desirable. 

·        Experience translating business needs into functional requirements, user stories or comparable business specifications is highly desirable. 

·        Experience working in complex, multi-stakeholder or international organizations is an asset. 

Languages

 

·        Excellent command of English (oral and written) is required. 

·        Knowledge of French and/or Spanish is an asset.

CONDITIONS OF EMPLOYMENT

This is an assignment of a purely temporary nature, and it is not expected to lead to a career at the ITCILO.
A successful candidate will be offered a 12 months contract, with possibility of extension of one additional year.

Salary and Post Adjustment, for information only and subject to revision by the International Civil Service Commission (ICSC):

Grade P.2, step 1,  in US$, per year: US$ 56,046
Post adjustment for Turin (subject to change) US$ 16,701.71
