Public procurement management is a cornerstone of good governance. It cuts across all economic sectors and constitutes 15-30% of gross domestic product in most countries, while enhancing market competitiveness and sustainable development. Setting up effective national public procurement systems has often been a challenge, especially because there is a deficit of competent human resources. It can also be difficult to keep up with increasingly complex legal frameworks, the globalization of markets, and sophisticated contractual and tendering systems.

The ITCILO DEVINVEST Programme supports the modernization and reform of national procurement systems, which are sustainable with a focus on countries in fragile settings. In so doing, the ITCILO DEVINVEST Programme works in strengthening public procurement as a tool to support the adequate advancement of investments in sustainability and employment creation, while paying special attention to the inclusion of vulnerable groups, including through digital inclusion, and planning and implementation of employment-centred policies which guarantee the minimum social and environmental standards.


Functional responsibilities

Learning objectives:

This internship aims to familiarize students with ITCILO's work program, involve them in refining future editions of activities, and enable collaborative research in areas mutually agreed upon between the intern and their host unit.

Internship Terms of Reference:

In accordance with the mandate of the ITCILO DEVINVEST Programme and under the supervision of the Senior Procurement Management Officer, the incumbent is expected to perform the following tasks:

  • Conduct research and data collection work as required;
  • Participate in drafting documents such as brochures, newsletters, and web articles on Procurement Management Cluster activities for dissemination purposes;
  • Contribute to the design of online courses, modules, and their development on the ITCILO electronic platform (Moodle), including interactive online modules, videos, and learning materials for procurement management course participants;
  • Participate in online training activities, including the design and management of group work and interactive exercises;
  • Contribute to the development of DEVINVEST technical cooperation projects and collaborate on drafting documents and reports relevant to the implementation of capacity-building projects;
  • Other substantive and/or administrative tasks may be assigned as part of the experience gained
  • Conduct research in the sustainable procurement domain

Qualifications required

Education

Master’s or bachelor’s degree, with an accent on Sustainability 

Languages

English. The knowledge of another UN language is an asset.  

IT Skills

Excellent command of computer applications used for office work (Word, Excel, Lotus Notes, Power Point, Internet browsers)

Familiarity of learning management systems such as Moodle

Familiarity with e-Learning authoring tools such as Articulate products, Genially, Canva, audio/video editing tools

Other Skills

Strong communication and writing abilities

Results-driven work attitude

Capable of working autonomously as well as in a team

Sensitivity to multicultural and diversity matter
