Introduction
The International Training Centre of the ILO (ITCILO) is the training arm of the International Labour Organization (ILO), a United Nations Specialized Agency dedicated to promoting social justice and decent work. ITCILO delivers training, learning, and capacity development services to governments, employers’ and workers’ organizations, and other partners in support of decent work and sustainable development.
The vision of the International Training Centre is to be the global centre of excellence for ILO constituents to source capacity development services on social justice for decent work. The mission of the Centre is to provide people across the world of work directly and via ILO constituents with access to digitally enhanced capacity development services to successfully manage their Future Work transitions.
Organizational Setting
The Employment Policy & Analysis Programme (EPAP) is located within the Training Department and its scope is to provide both individual and institutional capacity development services, blending face-to-face and online training, and complementing it with advisory services. The mission of EPAP is to deliver training and non-training capacity development interventions and programmes for ILO constituents to strengthen areas covering employment policy, skills, labour market statistics, research, transition to formality, youth employment, among others.
Main Purpose – The Programme Officer is mandated to organize, design, manage and deliver high quality training projects and activities to individuals, governments, workers and employers’ organizations, and other ILO stakeholders in the specific area of interest of EPAP, with a specific focus on the area of employment creation.
Team Role – Under the general supervision of the Programme Manager, within delegated authority, the Programme Officer acts independently and may exercise operational leadership in line with well-defined programme priorities.
Partnership – As part of the EPAP team, the Programme Officer mainly focuses on maintaining consolidated relationships with colleagues and external clients and stakeholders, and projecting the image of a competent and reliable partner.
Results – Decisions and performance of the Programme Officer impact on the reputation and success of the team and on the quality of training projects and activities under her/his responsibility. Specific deliverables are pre-set by EPAP’s Manager and are reflected in the annual work plan, in line with established corporate priorities and the Centre’s results-based management framework.
Functional responsibilities
Specifically, the incumbent will perform the following duties:
- Follow and research developments in employment promotion, with a specific focus on policies, mega trends and transitions (such as technological, demographic, climate change, economic transformation and productivity growth, as well as transition to formality), identifying and analyzing training needs of target groups; recommend and develop training courses and activities consistent with approved training strategies and ongoing activities.
- Analyze training proposals in the area of employment promotion and the above-named areas, to ensure technical feasibility and that training objectives are attainable within prescribed resources; assess potential impact of proposed training activities on local, national and regional development programmes; provide specialized technical advice and recommend planning and design improvements as necessary.
- Design, plan, organize, implement, facilitate, monitor and evaluate training activities; develop course curricula, training and promotional materials; identify the most appropriate training methodology based on the state-of-the-art in learning and facilitation methodology, including through appropriate levels of innovation and with the use of digital learning technology;
- Design and deliver advisory and non-training capacity development services in the specific area of expertise of EPAP;
- As part of EPAP’s training and non-training portfolio, develop and apply new digital products, tools and e-learning platforms in cooperation with the Information and Communications Technology Services (ICTS).
- Contribute to mobilize funds required for programme formulation and implementation; draft budget and cost estimates for assigned projects and activities.
- Establish and maintain a roster of consultants, experts and resource persons relevant to courses; maintain contact and exchange information with ILO HQ and field offices, UN organizations, donors, representatives of governments and workers and employers organizations, civil society, in order to prioritize needs, identify objectives, discuss course design and evaluation, provide technical advice concerning the planning, design and implementation of courses.

Qualifications required
EducationAdvanced university degree in development economics, social sciences and humanities, or another related field.
ExperienceAt least five years of relevant progressive professional experience, of which at least two at the international level. In-depth knowledge and subject matter expertise in the area of employment promotion, policies, productivity and transition to formality, as well as a sound understanding of the impact of mega trends on the employment landscape. Knowledge and subject matter expertise in the other areas covered by the Technical Programme (incl. skills, labour market statistics, youth employment) are considered an asset. Evidenced experience in the design, planning, coordination and delivery of training activities. Evidenced experience of the application of cutting-edge digital learning technologies (including AI) is considered a considerable asset.
LanguagesExcellent command of English and very good working knowledge of French and/or Portuguese are required; knowledge of other working languages is an asset.

- Skills in the use of information and communication technologies: expert command of computer applications, digital learning and collaboration solutions, databases, and other corporate software; competence in organizing distance education and delivering tutoring using internet-based learning and knowledge sharing platforms.
- Ability to communicate clearly and concisely both orally and in writing.
- Ability to plan and organize work.
- Good negotiating skills.
- Ability to work with team spirit, within the Programme and with other Centre units.

RECRUITMENT PROCESS
This vacancy is being filled by competition in accordance with Article 1.2 and Annex H of the Staff Regulations of the Centre.
The recruitment process, which may include a written test, interviews, and a competency-based assessment centre, will take place during the 3 months following the deadline for applications.

CONDITIONS OF EMPLOYMENT
Any appointment/extension of appointment is subject to the Staff Regulations and other relevant internal rules.
A successful candidate will be offered a Regular Budget, fixed-term contract of two years, which may be renewed, subject to a period of probation as established by the Staff Regulations. Recruitment is normally made at the initial step in the grade.
Any extension of contract beyond the probationary period is subject to satisfactory conduct and performance.
Salary and Post Adjustment, grade P.3 in US$, per year (subject to revision by the International Civil Service Commission (ICSC))
Salary: minimum US$ 71,335 to maximum US$ 92,127
Post adjustment multiplier for Turin, Italy (subject to change)
Minimum US$ 22,470
Maximum US$ 29,020
In case the official qualifies for a spouse benefit allowance, the above salary increases by 6% of the applicable grade and step.

Salaries and emoluments are exempt from taxation by the Italian authorities and so, on the basis of the international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed.
